New York Governor Forms Board of Office of Cannabis Management
Another step on the way to the production, licensing and sale of cannabis

New York Governor Kathy Hochul recently announced that Reuben R. McDaniel, III and Jessica Garcia had been appointed to the board of directors of the Office of Cannabis Management.
The Cannabis Control Board and Office of Cannabis Management will create and implement a comprehensive regulatory framework for the New York cannabis industry, including the production, licensing, packaging, marketing and sale of cannabis products.
"New York's cannabis industry has been stalling for far too long - I am making important appointments to get the Office of Cannabis Management on the road to success so that it can take off," said Hochul.
"I am confident that Mr. McDaniel and Ms. Garcia will serve the board with professionalism and experience as we advance our state in this new industry," added Hochul.
McDaniel, III is the President and Chief Executive Officer of DASNY. McDaniel's appointment was confirmed by the New York State Senate on June 10, 2020. McDaniel is responsible for the overall management of the administration and operations of DASNY. McDaniel joined DASNY in 2019 and is a seasoned investment banker with more than 30 years of experience in the financial services sector, including public finance, personal wealth management, corporate finance and private equity. During his career in public finance, he was involved in more than $ 75 billion in tax-exempt bond issues across the country.
McDaniel also started an investment advisory firm where he managed more than $ 50 million in investment portfolios and business assets for a variety of professionals. Prior to that, McDaniel served as chairman of the Atlanta Board of Education for Public Schools, where he led a diverse group of voters and served as a mouthpiece for the parenting community. He holds a BS in Economics and Mathematics from the University of North Carolina at Charlotte and a Masters in Business Administration from the University of Texas at Austin.
García is Assistant to the President of the UFCW Retail and Wholesale Department, a national union that represents workers along the food supply chain, as well as non-food retail and healthcare workers. Previously, she was Deputy Political Director at RWDSU, where she worked to advance the union's legislative and political agenda. Prior to that, she was director of programs and organizing for New Immigrant Community Empowerment and advocated fair funding for New York City public schools in her early career.
She is currently Chair of the New York Committee for Safety and Health and the Advocacy Institute, Vice President of the Board of Rural & Migrant Ministry, and Board Member of the Costa Rican organization Vivir El Sueno. Originally from Honduras, Garcia is a graduate of the Silberman School of Social Work at Hunter College and Harvard University.
